هربرت صموئيل هو سياسي بريطاني صهيوني من عائلة يهودية عريقة في عالم المال والتجارة، تلقى تعليمه في جامعة أكسفورد، وانضم إلى الحزب الليبرالي كان أول وزير يهودي بريطاني يتبنى الفكرة الصهيونية عام 1914م، ولعب دورًا هامًا في خدمة الصهيونية، وسعى بأسلوب ماكر لوضع فلسطين تحت الحماية البريطانية؛ لأجل أن يطلق يد المنظمة الصهيونية في تهويد الأراضي الفلسطينية عن طريق تدفق المهاجرين اليهود وبناء المستوطنات تمهيدًا لاستحقاق إعلان دولة ما يسمى "إسرائيل".
تعيينه كأول مندوب سامي لبريطانيا
طبقًا للمخططات البريطانية وما تقتضيه مصلحة الحركة الصهيونية ، تم إنهاء الإدارة العسكرية و إحلال الإدارة المدنية مكانها باسم (حكومـة فلسطيـن)ورفعت الأعلام البريطانية على جميع الدوائـر الحكوميـة في فلسطين وتولى "هربرت صموئيل" سلطاته كأول مندوب سامٍ على فلسطين منذ أول يوليو 1920 . - تولى صموئيل رئاسة المجلس التنفيذي و شكل " مجلسًا استشاريًا يتكون من 20 عضوًا نصفهم إنجليز و7 من العرب و3 من اليهود وتكون وظيفته الاستشارية فقط .
تبنى تولي لويد جورج و الذي تولى رئاسة وزراء بريطانيا الفكرة الصهيونية و بالاخص أفكار صموئيل
التي تتعلق بتحويل سيل الهجرة اليهودية عن أوربا الغربية؛ وإنشاء محمية إنجليزية في فلسطين مشجعًا الاستيطان اليهودي فيها، وتحقيق أهم هداف صك الانتداب البريطاني ألا وهو بناء دولة يهوديه في فلسطين.
وكان تعيينه في هذا المنصب تأكيد الترام الحكومة البريطانية تجاه الحركه الصهيونية وعزمها على تنفيذ وعد بلفور وظل هربرت صموئيل مندوبًا ساميًا في فلسطين خمسة أعوام، وشرع في وضع قوانين سياسية، واقتصادية، وإدارية تؤدي إلى قيام الوطن القومي اليهودي في فلسطين، ففي 2 أغسطس من العام نفسه استصدر صموئيل قانونًا للهجرة يسمح لـ 16.500يهودي بدخول فلسطين، فزاد عدد السكان اليهود في الفترة بين 1918-1925م من 105 آلاف إلى 118 ألفًا.
إدارة صموئيل :
-كان من أهم الأعمال التي قام بها هو مساعدة النشاط الاستيطاني الصهيوني عن طريق:
الاعتراف بالمؤسسات السياسية الصهيونية في فلسطين،
الاعتراف باللغة العبرية كإحدى اللغات المحلية في فلسطين،
زيادة عدد المستوطنات الصهيونية في عهده من 44 إلى 100 مستوطنة.
تعيين أحد غلاة الصهيونية واسمه نورمان بنتويتش نائبًا عامًا يتولى وضع القوانين والأنظمة التي تسير البلاد، كما عين في منصبي المدير العام للمهاجرة والسفر، والتجارة، ثم أضاف منصبًا ثالثًا هو مدير المساحة.
أعلن أن اللغة العبرية هي اللغة الرسمية في البلاد إلى جانب اللغة العربية والإنجليزية.
ترك لللجنة التنفيدية - الوكالة اليهودية- إدارة معارف اليهود ومدارسهم على حين جعلت المعارف العربية بيد الإنجليز.
كتب على النقود والطوابع بالعبرية "أرض إسـرائيل" بجانب كلمة فلسطين باللغة العربية والإنجليزية.
ساعد في انتقال وتسرب الأراضي إلى أيدي اليهود وخصوصًا أراضي الدولة، الإضافة لإقفال المصرف الزراعي، وإرهاق المواطنين بزيادة الضرائب و غيرها .
* التعاون البريطاني-الصهيوني
- منحت الحكومه البريطانية عام 1921 امتياز توليد الكهرباء لمدة سبعين عامًا لليهودي الروسي روتنبرغ ويقضي الامتياز بألا يسمح لغيره تنوير أي بلدة في فلسطين أو باستعمال محركات كهربائية للمعامل والمصانع والمؤسسات إلا بإذن منه، ولكن امتياز مدينه القدس كان ممنوحًا أيام الدولة العثمانية سنه 1914 لأحد اليونانين؛ فحاولت الحكومه نزعه وضمه لمشروع روتنبرغ إلا أن المحاكم قضت ببقاء الامتياز لصاحبه.
- منحت الحكومه البريطانية امتياز استخراج أملاح البحر الميت ومعادنه عام 1930 لمدة 75 عامًا لليهود تحت اسم شركة البوتاس الفلسطينية المؤلفة في لندن حيث أن البحر الميت يعتبر منبع هائل من المعادن والأملاح - سنت الحكومة البريطانية القوانين لحماية الصناعات اليهودية وإعفاء ما تستورده البلاد من بضائع ينتجها العرب محليًا وذلك لضرب الصناعة العربية محليًا.
- التسهيل لليهود لشراء أكثر من مئتي ألف دونم في مرج بن عامر من غير الفلسطينيين، مما أدى إلى إجلاء نحو تسمعائة عائلة من المزارعين المستأجرين إلى جانب ذلك الاستيلاء على مساحة من وادي الحوارث.
الخاتمة
لم يكن للمشروع الصهيوني أن ينجح لولا دعم ومساندة وتواطؤ بريطانيا التي فتحت الأبواب للصهاينة وسهلت لهم السبل في الوقت الذي ضيقت على العرب والفلسطينيين، ومنعتهم من النهوض أو مقاومة المشروع الصهيوني، وهذا يجعل العبء الأخلاقي ملقى على كاهل بريطانيا العظمى، عبء محاسبتها على ما تسببت به من معاناة وألم وتشريد ما زال مستمرًا حتى يومنا هذا لملايين الفلسطينيين والعرب من ضحايا المشروع الصهيوني، فهل سنرى اليوم الذي تعتذر به بريطانيا عن جريمتها هذه؟ وتعلن استعدادها لإصلاح الخطأ؟

Appointing as the first High Commissioner
Due to the British plans and the Zionist movement interests, the military administration was ended and the civil administration was established then called the Government of Palestine and the British flag was raised on all the government departments in Palestine and "Herbert Samuel" took over his powers as the first high commissioner in Palestine since July 1920
Samuel took over the presidency of the Executive Council and constituted the advisory council of 20 members, half are English ,7 are Arabs and 3 are Jews and his job is only advisory function
Loyd George, the prime minister of Britain, had the same Zionists thoughts especially Herbert Samuel; Especially those concerning of the transfer of Jewish immigrants from Western Europe and established English protectorate in Palestine to encourage Jewish settlement in it so Samuel was appointed as the first High Commissioner in Palestine in 1920 after issuance of the mandate decision and the most important aim was to build a Jewish state in Palestine and to prepare for establishing a Jewish national homeland in Palestine. Lloyd George a repris en tant que Premier ministre britannique l'idée sioniste et en particulier les idées de Samuel relatif au transfert des inondations de l'immigration juive d'Europe occidentale, et la mise en place de protectorat anglais en Palestine encourageant la colonisation juive dans laquelle, et pour atteindre les objectifs principaux de l'instrument du mandat britannique , à savoir la construction d'un Etat juif en Palestine
Il a été nommé à ce poste pour confirmer l'engagement du gouvernement britannique envers le mouvement sioniste et de son intention de mettre en œuvre la Déclaration Balfour , Herbert Samuel en tant que délégués de haute restés en Palestine cinq ans , et procède à la mise aux lois de la direction politique, économique et administrative qui conduit à la création d'un foyer national juif en Palestine , le 2 Août de la même année Samuel Astsdr loi permet la migration des 16.500 Juifs d'entrer en Palestine, en augmentant la population juive dans la période comprise entre 1918 à 1925 m de 105000 à 118000

- Récompensé par le gouvernement britannique en 1921, une concession à produire de l'électricité pour une période de soixante-dix ans de la communauté juive Rothenberg Russie en vertu de la concession ne serait pas permettre à quiconque éclairer une ville en Palestine ou à l'utilisation de moteurs électriques pour les laboratoires, les usines, les institutions, sauf avec la permission de celui-ci, mais le privilège de la ville de Jérusalem a été accordée jours de l'Empire ottoman en 1914 pour quelques Grecs;le gouvernement a essayé de l'enlever et attaché à la Rottenberg projet toutefois, les tribunaux ont statué que la survie de la concession pour le propriétaire
- Le gouvernement britannique a accordé une concession pour extraire les sels minéraux de la Mer Morte et en 1930 pour une période de 75 ans pour les Juifs sous le nom de la Palestine Potash Company, consistant à Londres, où la mer Morte est une énorme source de minéraux et de sels
- Le gouvernement britannique a adopté des lois pour protéger les industries juives et l'exemption de ce pays les importations des marchandises produites par les Arabes locaux afin de frapper l'industrie arabe localement
- La facilitation des Juifs d'acheter plus de deux cent mille hectares de Marj Ben Amer non-palestinien, qui a conduit à l'évacuation d'environ 900 familles de fermiers, outre la saisie d’un espace de wadi hawareth

N'était-ce pas le projet sioniste de réussir sans le soutien et l'appui et la complicité de la Grande-Bretagne, qui a ouvert ses portes aux sionistes et a facilité leurs moyens le temps q’elle a rétréci les Arabes et les Palestiniens, et les ont empêchés de faire la promotion ou la résistance au projet sioniste, cela rend le fardeau moral jeter sur les épaules de la Grande-Bretagne ,le fardeau de la responsabilité sur ce qui lui a causé la douleur et la souffrance et le déplacement se poursuit encore à ce jour pour des millions de Palestiniens et les Arabes sont victimes du projet sioniste, verrons-nous le jour où la Grande-Bretagne des excuses pour son crime par là? et être prêt à corriger l'erreur
