if your OS is winXP or win2000 .. try this

Start --> Settings --> Control Panel

double click on Regional and Language

then click on Languages folder and click on Details

then click on Add

Under Input Language, choose (Arabic .. Saudi Arabia ) and then click on OK

Then right click on the Taskbar ... choose Toolbars and check language bar
